DTOS Rwanda – A New Chapter in African Fund Administration
In September 2024, DTOS International (Rwanda) Ltd became the first company to receive a Fund Administrator Licence from the Capital Market Authority (CMA), authorising it to provide fund administration services in Rwanda.
Headquartered in Mauritius, the DTOS Group has been operating in the financial services industry since 1993. A 100% Mauritian success story, the Group has played an active role in the development of the island’s global business sector since its inception. It has consistently delivered expert care and advice to corporate and private clients across administration, accounting, tax, and estate planning.
Over the years, the Group has been instrumental in structuring legal and financial vehicles for investments into Asia, Africa, and other parts of the world, navigating an increasingly complex and evolving regulatory landscape.
Today, DTOS employs more than 260 professionals and administers over $20 billion in assets. This depth of expertise and operational strength naturally positions DTOS as a trusted partner for Rwanda’s ambition to become a leading financial centre.
With an established presence in Kenya since 2018, DTOS has long been committed to serving regional jurisdictions and tapping into the wealth of opportunities across the continent. Expanding into Rwanda reflects the Group’s strategic ambition to strengthen its footprint in mainland Africa and to become a leading management company serving African clients, while accompanying international investors into the continent.
Rwanda – An Emerging Financial Centre for Africa
In parallel, Rwanda’s sustained economic growth across both industry and services in recent years, coupled with the strong commitment demonstrated by the Rwandan authorities and promotional bodies such as Rwanda Finance Limited, has created a coherent and well-structured environment conducive to investment and financial services development.
DTOS passionately believes that Rwanda International Financial Centre (Rwanda IFC) is poised to specialise as a premier fund jurisdiction for Africa-focused investments.
The jurisdiction’s powerful positioning – “a financial centre in Africa and by Africans” – resonates deeply with DTOS’ own vision and values.
For the Mauritian Group, establishing a presence in Kigali serves as a strategic bridge connecting Europe, China, India, and the Middle East with Africa.
As more Africa-focused funds are established, development finance institutions (DFIs) and fund managers are encouraged to leverage the Rwandan jurisdiction for the incorporation and administration of their funds. Rwanda offers a stable political environment, progressive economic policies, and a strategic geographic location, making it an attractive base for new fund structures.
Rwanda is ideally positioned to become a leading financial centre for global investors seeking Pan-African opportunities. In addition to its recognised ease of doing business and access to the wider African market, the Kigali International Financial Centre (KIFC) offers attractive fund structuring options, including preferential corporate income tax regimes and exemptions from withholding tax on certain categories of income, subject to substance requirements.
Why DTOS Rwanda – Local Expertise, Global Standards
With a deep understanding of the African market and an unwavering commitment to client success, DTOS provides tailored support and strategic guidance to fund managers and investors.
Partnering with DTOS means benefiting from a combination of local insight and internationally recognised standards, ensuring the optimisation of investment returns across Africa.
By supporting fund managers within KIFC, DTOS positions itself at the heart of an Africa-focused international financial centre. With a strong on-the-ground presence and significant investment in people and infrastructure, the Group is equipped to deliver best-in-class services aligned with the expectations of the global funds industry.
DTOS’ ambition is to provide innovative, high-quality services that will contribute to Kigali’s development as a leading fund hub – playing, for Africa, a transformative role like that of Singapore in Southeast Asia.
